The Department is headed by Chief Minister as i/c Minister. At the Secretariat level there are Principal Secretary, Secretary, Additional Secretary and other Officers and Staff.
The Programme Implementation Department was set up as a monitoring Department to monitor the progress of implementation of schemes and also to identify the problems/constraints that the development Departments are facing so as to ensure effective implementation of schemes.
The Evaluation Organisation, initially constituted a part of Planning Department, but in the year 1972 it was attached to the Directorate of Economics and Statistics. Again in April, 1991, it was separated from Planning Department and attached to Programme Implementation Department as one of its Units. It was only in December, 2005 that the Organisation became a full-pledged Directorate with the setting up of the new Directorate of Programme Implementation and Evaluation by amalgamation/ merger of the Evaluation Unit and the Research Wing of the erstwhile Programme Implementation Department.
The Directorate of Programme Implementation and Evaluation is formed by amalgamation/merger of the Evaluation Unit and the Research Wing of the erstwhile Programme Implementation Department. After the merger, the erstwhile Programme Implementation Department has also been renamed as the Programme Implementation and Evaluation Department.
The staff strength of the Organisation initially consisted of only 2 R.O.s and 1 R.A. but was gradually increased and as on December, 2005 its strength rose to 1 Jt. Director, 1 Dy. Director, 3 R.Os, 3 R.A.s and 4 ministerial staff. At present, there has been an increase in the staff strength of the Organisation and its present set up comprises of 1 Director, 1 Jt. Director (post lying vacant at present), 1 Dy. Director (post lying vacant at present), 2 Asstt. Directors, 4 Research Officers, 3 Assistant Research Officers (posts lying vacant at present), 3 Research Assistants (post lying vacant at present), 1 Programming Assistant (post lying vacant at present), 1 Technical Assistant and 7 Ministerial Staff.
